Why do you think Qatar (or Abu Dhabi) bought a football club and pumped a small (for them) fortune into it. They know that mineral wealth won't last forever. They seem to see it as as a way to develop profile and prestige, 'soft power', in short a marketing exercise. But it's for their country, not the football club.
Football shirts are an irrelevance.

As I mentioned already, shirt sales will hardly impact on the club for the simple reason that it received only a small % of the revenue from a full priced shirt. the bulk of the money goes to the kit manufacturer, that's why nike/adidas etc pay clubs such huge sums of money to produce their kits.

I dont really get the whole shirt sale thing. How many MORE people do they expect to start buying shirts than already do? Brazil will be awash with moody PSG shirts with his name on the back. Do people really support teams based on 1 player they like? are they suddenly going to get thousands upon thousands of new fans? If he'd have gone to China then i'd get it Maybe there's a bigger picture im missing.

As have said before there should be a set salary cap for all clubs.
If PSG are paying Neymar £50m they should have to find another 24 players happy to share £50m between them.
